Vent to Horizontal Drain

Need to connect vent to horizontal drain. Can use the connection in this photo?

No. What you show is called a "vent tee" and is to be used in vent piping only above the flood level of any fixture served, i.e. in
vent piping that will never have anything but air flowing in them.

A wye or combo is used on the horizontal for the vent.
On the vertical, it would be a santee.
But not that fitting for either.
