Upstairs water pressure

Hello, we have well water, for the passed few months our upstairs water pressure has gotten significantly worse. It began by going in and out of pressure, this got worse when the filter needed changing. When we changed the filter it would get a little better, but not much and not for long. Now we have a new filter in it, and it’s gone from going in and out to barely anything. The odd thing is, when we turn on the faucets downstairs, the pressure upstairs turns into a steady flow. But when we turn the downstairs faucets off again, the water upstairs stops.
Any thoughts?

Is this upstairs pressure problem only for hot, cold, or both?

Maybe show us a photo that includes the line from the pump, the input to the pressure tank, the filter, and where the water pipe for upstairs and downstairs splits off. Does that fit into one photo? If you upload, 800 pixels and 200 KB max. If you post a link, it can be any size.
