Unable to run off outside water spigot

I have a red and blue dial on the PVC pipe that feeds the outdoor spigot however turning those off did not turn off the water. I had to go to the main water box to turn off the water.

what are the red and blue dials for then?

Those Blue and Red valves look like they feed an underground sprinkler system (or other outdoor system) fed by the vertical pipe with the pressure regulator on it.

It is tough to see, but the hose spigot looks like it comes directly out of the wall and is NOT connected to the vertical pipe.

It looks to me to be connected but I agree with the red and blue knobs feeding underground and the feed coming out from the house near the hose spigot.

I suspect you are joking, but if you are not, they were what was in the store, or the person wanted some way to associate one function with the red handle, and the other function with the blue. You could see the advantage in trying to explain to somebody how to do an operation if the handles are different colors.

Being frugal to a fault, I have hot and cold hose bibs but the knobs were both red so rather than buy a can of blue paint, I just took a wire brush to the cold knob, removing the red paint. If in my lifetime, I happen to get some blue paint, it is all prep'ed.
