About to install new Toto Drake. I pulled up the old toilet and it appears there was a plastic horn from the old wax ring in the flange. Should I remove and replace with new plastic horn and wax ring or remove and replace with a wax ring with no horn? Another option would be to leave and just put another wax ring on top. Any thoughts would be helpful.

Closet flange sits on top of the finished floor. Thanks

With the closet flange atop the finished floor, no wax with horn is normally needed.

Position the shims by tying the toilet without wax. Then lift the toilet, drop the wax, and lower the toilet onto the wax and shims. You want to compress wax, and not de-compress wax when you put the toilet into service.

Always new wax. The flange should be cleaned up first. New toilet, new wax.
Reset old toilet, new wax too.
Flange on top of flooring shouldn't need a horn.
