We just installed two Toto Drakes, and both seem to have this behavior. If you quick release the lever, the chain on the lever is in a loose position as shown. If you do hold down the lever to get the entire flush, the chain is taught as shown. Our plumber thinks this is a problem, but there does not seem to be a leak. One tank is from China, the other from Vietnam, so I think this must be normal. IMG_2921b.JPG

There needs to be a small amount of slack in the chain, but not much. As long as it is not holding the flapper up, it should be okay. Note that as the rubber ages, the flat part that makes the seal will start to collapes, and the dome part will sink. If the chain is too tight, it will then start to leak. The tank is designed so that you get the proper 1.6g flush if you just press and release. If you hold the handle down, you'll get probably close to double that volume, and should not be necessary. toto is a true large international company, so parts come from all over. that should nto be a problem.

According to Toto's flapper guide there should be 13 links on the flapper for the Drake.
Maybe the trip lever is tight.
If you quick release it, it will fall back faster and lower if you do it slow it will stay in the upper position.
