Toto Carusoe flush

I have recently installed the Toto Carusoe toilet. I have found the flush is not consistent - sometimes it spirals down the bowl the way I would expect it to, and other times it seems to stop short of the spiral (the spiral/whirlpool is weak and stops short of going down the opening). The toilet paper in the toilet often disappears but the flush doesn't seem strong. Does anyone know if this is normal for this type of toilet? Or have any ideas why it might be happening.

Just a further note, the reason I replaced the toilet was because the previous one was losing water from the bowl. Could this be all related to a bigger problem? I live in an apartment style condo.

The flush should be consistent.

If it's not, there is either something in the trapway slowing things down, or it's farther down the line.
