Toilet won't empty

Very old Standard toilet in my shop building. Water in the tank is as high as it can be adjusted to. If you flush and hold the handle it doesn't empty the bowl. If you flush and dump a container of water in the bowl when you flush it will empty completely. Septic line is clear and the sink works as it should. Have used a commode snake on the toilet and it's all clear. I'm thinking it's time for a new toilet but would like to understand what's going on.

I think so too.

As to why the old one flushes badly, it may be limed up with hardness materials. Rim holes. Siphon jet (if it has one).

Is there a siphon jet at the bottom of the bowl? If so, it might be clogged with lime/calcium. Take a small screw driver and scrape out the jet and it should start working like new.

Not sure what a siphon jet is, just a regular tank and valve. I've had it all apart years ago when I installed it. We do have extremely hard water with a lot of calcium deposits. I've used a mirror and cleaned all of the rim holes. This was a used toilet when I installed it over 25 years ago, it owes me nothing. Probably save a little on water with a newer toilet.

A siphon jet is the small hole at the bottom of the bowl opposite of the main drain opening. It shoots water up the toilet drain when flushed. If it gets plugged, the toilet will not flush properly.

Just a suggestion : We have the same build up within the toilet rim and the trap. ( Yes .... this is a copy-paste from a week ago )
Twice per year we do a cleaning .
I use Genuine Joe bowl cleaner ( Amazon )
We use a wet vac to remove all the water from the bowl and then using a funnel the mild acid is poured into the overflow tube in the tank. In our case it's amazing how much "crud" comes out of the rim jets.
I let it sit in the bowl for over an hour and then use the wet vac to remove the solution because we have a septic tank.
If we were on a municipal system I'd just flush it . The last time I poured two bottles through the overflow tube.
Makes a big difference.

In general, the newer toilet designs flush better than the old 3.5 and 5 gallon per flush toilets, despite using less water. There is very seldom the need for a plunger with most new toilets.

FWIW a follow up, I replaced the toilet. Bought a Project Source round bowl toilet from Lowes. I was going to buy a Mansfield as I've been happy with the last one I bought but Lowes didn't carry them any longer. The Pro Source was their base line cheapest toilet kit that came with everything including the wax ring. Pretty straight forward swap and it works like it should. Tank is tiny compared to my old toilet that was used when I installed it over 25 years ago. I have two old (30 plus years) 5 gallon flushers. Long runs of sewer pipe. Scared to buy a new toilet. Never had a issue in all these years.
