Toilet overflowing every 5-8 flushes

I have an older toilet in my apartment. For the last couple of months, every fifth to eighth flush the water will not go down (even if it is just the toilet water in there) and will rise up to the rim and sometimes over. I have to use the plunger to get it to go down, and all I do is give it four or five good plunges and it drains with no problem. Every time. Not particularly fast but not really slow either.

I need a solution or explanation I can give to my landlord who is Chinese and doesn't speak good English.

Like 5 flushes in a row or thru out the day. In a row the toilet itself is probly not plugged. But I have seen can lids that acted as a flapper get stuck. Sounds like partial blockage or negative slop

Flush 5 - fine
Flush 6 - overflow - plunge

Does that mean in a row ( 2 minutes or less between flushes)???
