Thermostatic valve max flow rate

I'm remodeling bathrooms in a home in Washington state. The code restricts the flow rate for shower heads to 1.8GPM, but I can't find anything that specifies a max flow rate for the mixing valve (I'm using a thermostatic). Can I install a 2.5GPM mix valve if the code only specifies the shower head must be 1.8GPM?
I did find a proposed code change to reduce mixing valves to 1.8 GPM because the anti-scald function doesn't operate properly with a shower head that has lower flow than the mixing valve, but I can't find anything else on this.

This is from the Delta specs for their Thermostatic

Shower head, Max. flow rate 1.75 gpm @ 80 psi, 6.6 L/min @ 550 kPa
Tub port maximum flow rate 8.6 gpm @ 60 psi with R10000-UNBX

Thanks for the quick response. The specs I have are showing 2.5 GPM for the Delta Vero DSS-Vero-17T01
