THE GSW water tank not work

The white Rodgers intelli vent stopped at error 11, the fiest and last 3 lights keep on.

I have tried power off 20 seconds and power on again, and hold both temperature buttons but no green light on.

The strange thing is that it can burn the tank occasionally for a while say 10 minutes and stopped again, in this case these were clicks sound mean the valve engaged.

any one know what's the problem?

a little supplement：
When power on and the tank runs without any led on on the white Rodgers intelli vent for about 15 minutes then shun down and the 1st and last 3 leds on.
