Swap with PEX?

Can this be replaced with PEX? This is in the garage, vertical pipe is sillcock. Temps get as low as -20. You can see this one is burst. If I replace with copper, I’d have to put a new 90 in.

That looks like the end of a "frostproof" hose bibb, and if so IT cannot be changed to PEX.
