Sump pump float level for weeping tile

I have exterior weeping tile around the perimeter of my foundation that drains into an interior sump in my basement.

I have a question around where the float should be set to activate the pump.

Should the pimp come on when the water reaches to bottom of the intake pipe? This would result in keeping the weeping tile essentially empty.

Or, should it be set to turn on when the level in the sump reaches the top of the intake pipe? This setup would allow the weeping tile to fill before the sump actives

Thought?
