Sucking Air

I drove a 2" drive point down 23 feet and have 9.5 feet of water in the pipe. I backflushed out all the sand. I installed a new shallow well pump with a fitting for a 1.25" drive point. I used a reducer coupling between the 2" pipe and the pump. The pump info indicates there should be a check valve between the pump and the well pipe. My check valve is between the pump and the pressure tank. I primed the pump, but after the 2nd prime, the priming water keeps running back down into the well. When I run the pump no water is pulled up -- just a few air bubbles. What are my problems?
