Knowing how big the pump motor is, I would say for one.

2-wire or 3-wire? Single phase power I presume.

A 1/2 HP motor drawing 9 amps at 240 volts would mean something different than a 2 HP motor drawing 9 amps. A 1/2 HP motor might be shorted out.

I am guessing it is a 1HP, since 9 amps happens to be exactly what a 1HP will do when pumping full volume. And if that is the case, you have a big break or hole in the pipe somewhere.
