Yeah 11 amps sounds right on the output of the vfd. But you really need an rms meter to check that. 17 amps should be pretty close on the incoming single phase side, and a regular amp meter should work.

If those numbers are for the 3-phase output, they seem to match what I'm getting. Does it depend on the pump?
Yes. However the resistance measurement would not depend on the pump.
For the equivalent 2-wire current if the conversion was lossless and power factor was near 1, multiply the phase current by the square root of 3 (1.732). As you pointed out, the box consumes power too.
