Stiff taps after repair

my husband replaced the washers on our bathroom sink due to leak. But now the handles are both very stiff to turn. He insists this is because of the new washers and that they will loosen over time. This does not sound right to me. Any ideas? Thanks!

If you have the style with the packing "nut" just below the handles, loosing those nuts a little (may a 1/16th turn) will make the handles easier to turn.
