stack & toilet vent question

I hope this is the most appropriate place to post. I'm building a new main stack for a basement bathroom. If I can post a photo to critique I will. It's not permanent yet. My big question is related to the toilet vent. There is a 3" arm to the left, that goes to a rear discharge unit. It is the bottom attachement to the stack. Would this configuration be considered a wet drain since the sink and washer will drain into the main stack above it? I'm guessing I need another vent arm to branch off the toilets 3" run? I am in ky, no wet vents.

This is awkward, but...
