I have a well and the line to the irrigation does not have a pressure tank. There is a pump relay on the system. With the control panel unplugged, I can go manually open a valve and have immediate sprinklers. My question is if my control panel is unplugged should the sprinkler work and how does my well pump know to turn on or shut off. My concern is that my pump may be running 24/7

An irrigation pump does not use a tank or pressure switch. It's all controlled by a timer with a pump start relay. Google irrigation pumps, irrigation timers, pump start relays. Rainbird has a nice tutorials. http://www.rainbird.com/homeowner/education/index.htm
