I have a water softener that I will never use roughed in my garage in a new home. I would like to add a spigot for the garage off of this rough in...this should not be a problem as far as I can see, am I overlooking something? I have attached a photo...thanks for any help/advice in advance.

I would leave the loop intact, and tee in to the pex before or after the softener loop. You may want a softener someday, or the person buying the house after you may want a softener. Softeners are nice.

That picture confuses me. Another picture from a different perspective would be interesting.

I am also curious about the 3 reds and a blue. At first I was thinking the long red was intended as a softener drain, but they would not have use red for that.... unless they had a surplus of red pex.
