Solution for water heater scale

I have a gas tankless Rinnai water heater. It was replaced about 2 years ago. We have a lot of issues with scale finding it's way to the fixtures. We have hard water and not really wanting a whole house water softener. Is there a solution I can put at the water heater, either before of after, that will reduce or eliminate the scale that travels to the fixtures? I would not be opposed to softening just our hot water but there is limited space in the utility closet where the Rinnai is located.

Looks like the Aqua Pure injects polyphosphates to do the job, not exactly sure how the more expensive Navien works. I am not opposed to chemicals nor am I necessarily on a budget. Which would you choose?
