Smell from hot water heater

I have 2 water heaters in my Garage that are used for the master bedroom. The one on the right hand side smells. But it is not your normal sulphur smell. (I just cleaned and flushed them this weekend)

It smells more from the burner at the top the smell hits the bedroom up stairs and fills the garage . It's a hard smell to state but the CO alarms are not going off and it's just one of them. Vent stacks appear to connect the correct orientation just talking to find the cause of the smell any ideas.

The furnace tie in is not appropriate. You can see there is spill happening by the residue around the vent hood. Not sure about the smell from the right heater but the flue vent system needs reworking.
 
The spill I think is happening from the shared use of the vent. I have the AC unit and the two hot water heaters. I think every contractor just said here is the chimney I will just T of it. The right hand side did not back draft I am trying to think has any thing changed in the house that would create the back draft.
 
You could try some smoke to see which way the wind blows.

Is the vent from the furnace powered? If not, I would expect that it would slope up.

You might want to see how your odor corresponds to heating weather.
