Sloan Flushmate M-101526-F32

I have two toilets with Sloan Flushmate inserts....model list above. The odd part is that the water intake line attaches to. PVC pipe instead of directly to the black inlet fixture that is part of the complete unit.

I’ve not taken the entire unit out but the toilet leaks around this intake connection with every flush. The units are in a top floor condo unit, building built in 1920s and turned into condos in 2006.

Any idea why this pipe is in place to begin with? Am about to disassemble it but wanted to ask.
