Sink Shutoff Valve ? Switzerland

Does anyone know if these are shutoff valves? (pics attached)

They look like they could be but they also just look like bolt covering things.

I moved to Switzerland and would like to replace the kitchen sink faucet, but don't want to go turning things that should not be turned.

The green thing in the picture is for the Dishwasher.

I'd appreciate any feedback.

I wonder if those domed covers are hiding screwdriver shutoffs. What does the local hardware store say about them?

Thank you for the reply Terry. Earlier today I ended up loosening the cold water one bit by hit and sure enough it came off and there was a screwdriver shutoff under it. Once that mystery was solved I replaced the faucet.

Great website by the way. Glad I stumbled on it while searching.

Looks like some sort of pressure balance or thermostatic mixing valve set up for anti scald. Very interesting.
