Shower drain - Recurring leak, is it the correct type?

We purchased a home a couple of years ago. The previous owners had the shower redone by USA bath, where they drop a pan in, put up fiberglass walls, and see how much silicone they can put everywhere.

The shower seems to have leaked since it was installed. Had someone come "fix" it a year or two ago, and leaking stopped temporarily, but now leak is back.

The shower is now leaking into the ceiling below again.

The P trap has been holding the water steady, so I believe it's the flange and/or seal to the pan

I tried removing the upper threaded portion of the drain, but it wasn't moving, so I carefully cut it out. Threads had a thick layer of silicone. I did not damage the lower threaded portion below the pan.

Was expecting a rubber gasket which could be replaced, but only seeing a bunch of silicone, and what appears to be rusting bolts or nuts, but hard to see under the edge of the pan.

I purchased an Oatey welded ABS shower drain, expecting to swap out the rubber seal, tighten it up, re-silicone the flange, and hope it was fixed. But now not sure where to go from here.

Can anyone offer any advice on how to fix, or what I'm looking at? Do I need access below to repair?
