Should Fleck 5600 SXT look like this?

I am trying to install the Fleck 5600 SXT onto the tank. The value doesn't won't screw onto the tank because the riser appears to be too long. Upon inspection, it seems the opening in the bottom of the value doesn't appear to be aligned properly. Is this normal? If it isn't normal, is it something I can fix or needs to be sent back? I bought it all as a kit so I would assume it should all fit without trimming the riser tube.

The riser tube should be flush with the tank. The riser tube should measure 1.05" on the outside diameter and it must be chamfered.
