Sewer Gas Problem

We bought a house in early August. Soon after we moved in we noticed a sewer smell in the garage. We called a plumber and he capped off the pipe in the attached picture. After it was capped off, the smell went away in the garage but then started in the basement. The smell in the basement is now unbearable at times and filters up through the vents into the first floor. We have had 4 different plumbers and a septic guy here but they can't find the problem. The sewer line is clear, we had the septic pumped, the vent pipes on the roof are not clogged, and there are no dry traps in the basement. My thought is to uncap the pipe in the garage and vent it to the pipe that is beside it in the picture. I looked in the attic above the garage and the pipe ties in to the vent pipe that goes through the roof. One plumber said we need a smoke test but it is very expensive and we have already spent well over $1000 dollars with no resolution. Any advice would be greatly appreciated. Thanks.
