sewer gas on windy days. Smoke test ? Vent Hat?

I live on the top floor of a 15 story 1930s building. On windy days, I often get a sewer smell coming into the bathroom. I replaced the wax seal within the past year and opened up the wall behind the flushometer. A crack in the vent pipe in the attic was also found and repaired. Despite this, I still get the smell. Could putting some type of cap/hat on the sewer vent outlet help? Or should I order a smoke test ?
