Sewer Clean out pipe

Hello:
I'm considering buying an end unit townhome - however the Sewer clean out pipe is almost in line with the basement rec room doors - about 2 feet out from them. It's a trip hazard.

Is it possible to "cut" and make this pipe more flush with the earth? (attached image)

Yes. If it is PVC with dirt around it, it's pretty easy.
