Rusted bolts on well adapter.

If I'm unable to remove the bolts on the well casing adapter, is it okay to cut the 2 inch pvc well casing just below it? It's a 2 inch single pipe packer system.

I suggest you post a picture that include the adapter, problem bolts, and the casing. Somebody may know the best way to deal with this.

Also, there is a minimum height that a casing should have above the ground.

You should be able to remove the bolts using WD-40 and a 6 point socket.

The adapter is already below grade. I went to take a pic but the hole is currently full of water due to heavy rain. It has 3 bolts. I believe made by Myers. I tried the 6 point socket but whoever installed it rounded the heads. I know a pipe is inside the 2 inch casing but was wondering if I could carefully cut the casing without cutting into the interior pipe?

Go to your local NAPA auto parts and get a "bite" socket, they are made in different sizes. They are fluted on the inside to bite into rounded over bolts or nuts. We use ours all the time.
