Rheem Proterra Operating Modes

Trying to understand the difference in the operating modes, namely Energy Saver and Heat Pump. ES is said to have the highest efficiency, more than HP only, how can that be? My observation, having worked in the proximity of a recently-installed heater for a full day, is when in ES mode the compressor does NOT run to maintain water temp; it only runs to heat makeup water during usage. Perhaps using the electric element is more efficient for maintaining temp?

The included documentation provides no detail on this.
