Replacing under sink, sweated, water shutoff

I have an old (Eastern brand) under sink, sweated, hot water shutoff that apparently has a disintegrated washer since turning it off has only a minor affect on water flow. It is in a condo unit and unfortunately there is no shutoff for the unit, only for the entire building.

A previous owner had sprayed a lot of expanding foam where the pipe comes out of the wall. Since this foam is flammable I am concerned about sweating on a new shutoff. Additionally, there appears to be only about 1" of inlet pipe between the wall and the current shutoff body, so it is not clear if there would be enough pipe to install a compression attached shutoff after cutting off the sweated one. (see attached pics).

I saw a push-on type of shutoff at Home Depot but I'm kind of skeptical of such a thing. Any advice on the best way to go with this situation?

Go to a good plumbing supply store and buy a 3/8"x3/8" Add-A-Valve (LF STR Ball 3.8 swvlx3/8comp), which will go between the valve and the supply riser. It will give you a working 1/4 turn valve without soldering any thing.

If you remove the foam, you'll see that:
- you have enough nipple pipe to do what you originally wanted to do
- you can put a coupling with extra pipe
- you can solder a threaded male adapter
And also have space for a new flange.
