Replacing Closet Flange

Here is an image of what I am working with here:

Is there any way just to add the flange ring to this so I can bolt down the toilet (without leaking), or is it a must that I rip/cut this out and put in a new flange?

It looks like it originally had a metal ring. If so, a good supply store will have a two piece flange that fits around it and bolts together.

I am a complete newb on plumbing. Could you elaborate a bit? Bolts together? Bolt to what?

I am assuming you mean one of these:

Another problem with this is the flange is seated below the level of tile. In otherwords, as it stands now, it would be impossible to put the ring around the pipe itself. Would it really be an issue if the flange ring was a half inch/inch above the flange itself? Or must it be level with the top of the flange?
