Where can I buy brass or stainless steel toilet seat screws? Plastic doesn't hold up well under heavy bottoms.

My best suggestion would be to find a stainless carriage bolt that mimics the same size as the plastic ones on your seat. This time use a rubber washer, flat washer, then a lockwasher on the underside before the nut and do not overtighten. This will fix your problem and will not rust/stain from moisture.
