Refrigerator water supply valve.....is it on or off?

I have a new refrigerator at it's not made any ice. Is this water supply valve in the on or off position?

Most likely. Rotate it towards you 90 degrees and listen for the water coming through.
Also, make sure the air is bled out of the lines. If the fridge has a water dispenser, hold a glass under the spout for a minute until the water gets there. Continue to run water several times to flush out the filter.
Make sure the bail (the wire thingy), in the ice bucket is in the down position.
