Recirculating Pump

Why does the recirculating pump have to go on the cold water line into the tankless water heater. Can it be placed on the hot water line into the house after the water heater?

Many can, depends on the manufacturer specifications and water temp. When the pump is located within the loop return line, the water returning to the WH will be somewhat cooler so the pump will run cooler.

I expect you want the cooled recirculated water to go back thru the heater. I don't know much about tankless WHs, and less about recirculation with them.
