PVC in commercial building

I have a client with a restaurant on the water (salt water) with no hub cast iron drains underneath the building. There is a crawl space under 2/3 of the building and salt water under a 1/3 of the building. Cast iron is badly corroded and it makes sense to me to replace it with PVC. I am wondering if anyone has gone to the MA Board of Examiners for a variance on something like this? If yes what was the outcome? Local inspector recommended epoxy coated no hub which would be very difficult to work with in this space and crazy expensive. I appreciate any feedback.
