Problem turning off water to toilet

I had assumed the Legend supply stop valve was a quarter-turn type and easy to use. But it will not turn. As the photo shows, there is a metal tab that appears to be preventing the valve from turning. What should I do? I want to shut off the water to the toilet so I can repair the Kohler auto-piston inside. Thanks in advance for your help.

Looks like you pull up the handle to clear the locking tab Then turn the knob 1/4 turn.

Thanks for the reply. I finally solved the problem and got it to turn; no lifting required. I had been afraid of breaking something by using too much force, and the handle probably hadn't been turned in years. It finally gave way and turned.

And if that does not work, I would apply more force. In the photo, it looks like the tab is not actually serving as a stop, at least yet.

Or maybe you found info beyond the photos.
