Pressure bleeding back though jet line

I have a 100 foot 2” well with a jet pump and foot valve is at 60 feet. Pump pumps up to 60 psi but pressure bleeds back into well from the 1.25” jet pipe. I have a shut off after the pump and tank feeding my house. Close that valve and it still bleeds back into well. I have a shut off on that pipe between the well and pump. When I close that valve it stops losing pressure.
Prior water was leaking back into the well on the suction side but a check valve stopped that. Good for 6 months now it bleeding back on the jet pipe.
Any ideas because I’m pretty handy but this stumps me. It will pump up to nearly 60 psi but struggles reaching shut off pressure due to losing water back through the jet pipe. As soon as it kicks off pressure starts bleeding back and down to 40 psi and kicks it back on again. TIA for any insight into this before it burns up the pump.
