Pressure balance shower valve problems

Have a cheap glacier bay shower valve with HL40 cartridge. Have done everything I know to do include replace cartridges twice and no luck.
It pulsates violently when placed between hot and cold. I need a non PB CARTRIDGE SO I CAN ADD A HOTNWATER CIRCULATION TANK
