Poor Flush & Bubbleup

I recently installed a new low volume toilet (1.6GPF) in a one story house with 3" drain pipes and 1.5" vent pipe. Result, poor flush results and a bit of bubble up that at times splashes seat. Would this be rectified by larger drain system? If so my problem is entire pipe to concrete foundation 3"! Older toilet did not have problem.

Or it could just be the toilet.
I talked to someone the other day that had a bowl that did that.
Replaced the bowl, same model and brand, different results.

I would think toilet before I thought lines.
If it is the line, at most it would be something like roots growing in the line now that it's Spring.
