Plumbing Rough-in Crossover

I have a new residential building that has the plumbing roughed-in. No water heater or any fixtures are installed. The system has successfully been pressure tested. Water supply to the building is connected and available. When I turn the water on to the building I get pressure on both the hot and cold sides. I should only have pressure on the cold side correct? Do I have a crossover problem?

Yes. Shower valve housings with a dummy temporary rather than the actual valve are the usual suspects.
