I have a prefab guard shack. Comes with a toilet, lav, and point of use water heater. Water heater electrical load was overlooked. I'm being asked if by code the water heater is required. Anybody know if International Code (specific to this case is 2009) requires hot water?

Having a toilet requires at least warm water to wash your hands afterwards. You could lessen the load potentially with a much smaller WH since the volume and recovery rate wouldn't need to be very high (don't know what size you'd planned, so this may still be too big). Something like this requires a dedicated 15A/120vac circuit.
