Pls excuse my ignorance… kitchen drain piping

My parents have a 60s/70s rambler in Shoreline, WA and I was hoping someone could explain why there are two connections to the wall drain under the kitchen sink? Please see attached image.

There’s a P-trap (not in use) below and then a secondary connection above it (in use and seemingly functional).

Was this a typical configuration back in the day and what purpose did it serve. Any background would be appreciated.
