I read another thread here and got some tips elsewhere. I have replaced the flapper. To diagnose if it was due to overflow tube being too low, I turned off water to toilet and let it sit. Water drained from the tank, all the way down.
So flapper is not sealing. While the tank was empty I removed the flapper and cleaned the area the flapper seals to and the flapper. Reinstalled flapper and filled. Still have the phantom flush. If I push down on the side of the flapper closest to the toilet bowl that will stop the phantom flushes till the next flush.
So I know the area where it is not sealing but that has not helped me fix the issue.
Any advice appreciated.
