North Hills, Pittsburgh, Pennsylvania. 1950's single-story house with basement.

As a little boy looking down the vent, (the grill cemented into the flared end of a 4-inch terracotta pipe) I could see toilet water (I think dropping a few iches) into the line which continued to the street.
But that line appeared too high to drain the basement clothes washer and floor drains.

Was my perception wrong? Or another line running from basement floor drains and connecting further out under the lawn?

Thank you.

It could be a clean out, missing a cover, or acting as a CO and vent as I have seen installed in rural areas upstate NY

The pipe went straight down _|_ so I assumed another vent. The grate was cemented in.
Was fun when I used the plunger to force the water out of the toilet bowl and could talk to mother in the bathroom through the toilet!

There are occasional manholes with waffle-surface grate covers.
No pumps.
My perception was likely wrong.
In the GooglEarth Streetview photo, the vent was/is where that big shrub now is to the left of the picture window.

Behind the storm drain, sanitary sewer manhole covers:
