Have you considered controlled flow such as a retention pit or reduce the diameter of the downspouts to prevent overloading

hi Sylvan,

Actually the alley way is fully enclosed on four sides. It's like a tub. The access is through a side door from my walkout basement. It has a six inch drop down from the door to the concrete floor of the alley way. I started and finished the bacteria treatment. This spring I will do another one and monitor it. There is only one downspout from a flat roof. The size is fine. As a precaution what I had down was had an electric pump with the cord in a waterproof socket protector connected to an extension cord. The extension cord ran up straight 14 feet to an external outlet. I also had a garden hose connected to the pump going up and over the wall. That was a temporary setup which since I taken apart. However that is the emergency backup in case too much water is happening. I appreciate your comment and everyone else's input. It takes a team to figure this stuff out.
