Odd valve setup for kitchen faucet - two valves for cold side

We just purchased a U by Moen Arbor smart faucet, and we plan to install it soon. However, on my pre-inspection, I noticed an oddity in my setup - there are two valves on the cold side, with the two valves daisy-chained to each other. Is there any reason for this? Note that we have a tankless water heater; I wonder if this has anything to do with it.

Two valves in series could be because it was easier than just replacing the failing valve.

Here are my cold valves attached. The current Delta faucet is attached to the one on the left. The hot is the one on the far left.

ive plumbed like that befor . Its a loop for a future filter to feed the frige and ice maker
