Not able to remove bathroom faucet and taps

We’re replacing the fittings in a house we just purchased and I cannot figure out how this one comes apart. All the others have been straight forward.
There is a horizontal bar between the tap inlets under the sink and can see no way of removing this which I assume needs to go before I can take out the taps.

put the proper sized hex Allen wrench down the "rod hole" and rotate it counter clockwise.
I can’t seem to find where that would be. Would I go in from the bottom? Every hole I’ve tried to get in seems to not have anything that would turn.

Thanks for the video and advice so far. I seem to be missing something horribly simple. When I put a hex key in one size doesn’t even get in the hole and the next size down just moves freely.
