Normally open zone valves

Anyone know the name of the 110v thermostat that provides power to the zone valve when there is no call for heat. And power to zone valve when call for heat. Sounds stupid but there are quit a few properties in my town like this

Heating valves fail in the open position to keep a building from freezing up. Line voltage cooling thermostat would work probably have to be recalibrated a couple of degrees to be more accurate to match room temp.
