No water through Delta shower cartridge

A contractor friend is redoing our basement bathroom and is having issues with the Delta shower assembly we bought (https://www.homedepot.ca/product/de...werhead-handshower-combo-in-chrome/1000711491). He’s installed the valve cartridge, but no water (or maybe just a trickle) is coming through. The bottom part (that would go down to the tub faucet) looks like it’s solid inside, can’t see how water would come out of there. And the top has copper pipe in it that seems like it’s mostly blocking any water flow as well.

Is it possible it’s defective, or are Delta cartridges different somehow? He’s worked mostly with Moen and says he’s never seen one like this.
